Gov. Josh Shapiro and Pennsylvania's politically divided legislature missed the commonwealth's legal deadline to pass a budget for the new fiscal year, amid closed-door talks to try to produce a compromise on a spending plan.

Most agencies have enough cash to continue running for some time, although school districts are already nervous. Legislators still expect deals on skill games, transit, and other sticking points.

Shapiro and Senate Republican Majority Leader Joe Pittman — the top GOP negotiator — say progress is being made. And the top Democrat in the Senate, Allegheny County’s Jay Costa, said the fact that a bunch of secondary budget-related bills already are awaiting Shapiro’s signature is a positive sign.
